Methods of investment stimulation in infrastructural projects (case of power engineering) (Russia, Moscow)
The article discusses merits and drawbacks of tariff regulation on the basis of Regulatory asset base methodology, which focuses on stimulation of investment into infrastructural project and takes into account operational expenses for output volume, interest and dividend payment and debt returns. The author argues that this methodology may be used in power engineering not only to regulate tariffs of net companies, but also on the market of output volume
