| | | The article analyzes one local fact, when collisions in the area of creation of legal norms and law application prohibited a macroeconomic decision from implementation, and presents possible solutions for problems of this kind. The author discusses one of the systemic measures of debt regulation — granting of delays (installment plans) for budget payments, as well as the issue of choice between the delay of payment and an installment plan. Based on the analysis of the statistics by the Federal Tax Service of Russia, the author discusses obstacles existing for tax payers in the process of change of the terms of tax payment, and suggests legislation amendments that can improve the situation | | Key words: debt regulation, macroeconomic politics, norm of legislation | |
