The article discusses the conception of formation on the service infrastructure of a small-scale innovative enterprise in contemporary socio-economic conditions. Special attention is paid to the strategies and forms of the territorial systems of servicing small-scale innovative entrepreneurship. The author analyzes formation of the regional innovative system in St. Petersburg, present the algorithm of methodological approach to determine the changes in the system “infrastructure of support to small- and medium-scale business — entrepreneurial sphere” on the basis of fuzzy sets (Lotfi Zadeh)
