Theoretical foundation of the transition to socio-innovative systematic economy (Russia, St. Petersburg)

Already in the end of the XX c. foreign and Russian scholars have justified the necessity of transition from industrial to convergence-based socio-innovative economy. Yet the systemic crisis did not allow for the expected transformation to take place. Rent-and-debt based economy still predominates in the majority of countries, which in Russia its development was inhibited due to the lack of efficacy of the state politics that created monopoly of off-shore conglomerates, lacked the necessary systematic character, and applied outdated criteria and methods of investment
