| Since the beginning of 1980s a global financial and economic environment and system was formed, characteristic through global financial crises. The cradle of those crises is the national economy (Mexico-94, South Korea-97, USA-08), whereas their internal nature is the disbalance of the internal market. In the context of the global economy the “waves of financial tsunamis” overwhelm other economies as well. Anti-crisis actions of monetary authorities featured the combination of Keynesian and monetary recipes. The former were expressed through nationalization, purchase of problematic assets by the state or regional financial institutions, maintenance of employment and demand, social programs, state expenses for high-tech.
