Dear readers and colleagues!
We hereby present to you the current issue of our Journal [1(57) 2016]; its 20 thematic sections present 63 articles, analytic and bibliographic materials written by authors from 18 regions of Russia, as well as from Belorussia, China and Georgia.
The issue opens with the congratulations of the Journal to the co-chairs of the editorial board L.E. Slutsky and M.I. Krotov on the occasion of the high governmental awards, the orders of Alexander Nevsky. We express our sincere gratitude for their active support of our Journal and regular publications of topical materials dedicated to the broadening of the Eurasian economic integration.
In the section “Eurasian economic perspective: problems and solutions” the Journal presents articles focusing on various aspects in the development of the Eurasian economic integration, in particular, the dialectics of the objective globalization and regionalization processes, which became the foundation for the formation of the present-day integration groups and unions, including integration of states in the Eurasian territory (the article by T.A. Selishcheva, Zhou Weidi, A.V. Potepenko and A.A. Ananjev); the necessity to master, on the part of EEC countries, of the strategic principles of transition to digital industry and cyber production, which lay at the foundation of the fourth industrial revolution and determine the crucial transformation of the real economic politics in the XXI c. (the article by G.I. Moiseichik), and the model of transformation of the collective currency basket in EEC countries (the article by Yu.A. Nazarov).
The article by A.N. Riakhovskaya, as well as the co-authored article by A.N. Egorova and M.G. Grigorenko continue the discussion “Is there an economic crisis in Russian?” launched by the Journal in 2015. The authors analyze the reasons of inertia of the managerial structures in overcoming the economic decline, and offers measure that allow taking the national economy onto the new level of development.
The steps towards the development of methodological foundation for the creation of the Eurasian political economy are very complex, and very urgent. The article by M.A. Rumiantsev looks into the category of time in Eurasian political economy, N.V. Vedin and N.F. Gazizullin address the interactive economic geno-form of the Eurasian civilization from the point of view of the politico-economic analysis.
The article by S.N. Maksimov in the section “Issues of economic theory. Macroeconomics” introduces the notion of “distributed property,” which allows to adequately evaluate the present-day regime of functioning of property relations, as well as to offer a new mechanism of their effective management. The article by V.N. Volovich discusses the socio-economic nature of corruption, the struggle against which is one of the major tasks of our state and our society.
One of the most crucial elements of sustainability of the national economy in the context of sanctions is the viability of industrial enterprises, their readiness for fast implementation of the newest tendencies both in the high-tech area and in the sphere of progressive managerial systems. In relation to this, the issue publishes several articles in the section “Economics, management, and accounting at the enterprise,” such as the article by A.S. Baleevskikh, V.V. Makarov and N.O. Ivanova, A.V. Kolyshkin and N.Yu. Nesterenko, O.G. Zhitlukhina and O.L. Mikhaliova, and other authors.
The article by B.I. Sokolov and A.V. Valerov in the section “Finance and credit system. Budget, currency and credit regulation of economy, investment resources” analyzes the nature and the evolution of the price deflation, whereas the article by D.G. Kochergin presents a classification and the interpretation of contemporary paying systems.
The authors of the section “Economic problems of regions and branch complexes” presented the following articles: on the methods of forecast orientation for Russian economic development for the medium-term perspective (by M.M. Omarov and D.L. Minin), on the tendencies of transformations on the labor market in the Republic of Crimea (by S.Yu. Tsjokhla, N.A. Simchenko and I.G. Pavlenko), on the formation of the institutional environment for cluster development of the innovational construction complex in the Russian Federation (by S.Yu. Shevchenko and E.E. Kutsenko), as well as other articles.
The section “Socio-economic development in Eurasia and other foreign countries” presents a highly provocative article by N.P. Kuznetsova, Zh.V. Pisarenko on the role of the cumulative component in the pension reforms in the European countries and in Russia.
The section “Economics and management in the sphere of services” pays considerable attention to the development of the contemporary forms of internal Russian tourism, which are discussed the articles by S.Yu. Grishin; S.S. Safina and I.G. Limonina; T.S. Krasnikova, V.Yu. Pashkus and N.A. Pashkus.
The “Current bibliography” section presents a bibliography list dedicated to the problem of state financing in the areas of economy, culture, and social sphere; the list is prepared by the bibliographers of the National library of Russia.
Other sections of the Journal publish materials that will be useful and interesting for the readers interested in various aspects of the present-day economy.
