| The article discusses the scholarly conception of independent and effective national economy on the basis of in-depth academic research of the objective economic reality in the global and Russian contexts. Construction in general, and urban construction in particular, is taken as the basis for the national economy; successful functioning of this segment in the context of political and economic indeterminacy proves that urban development may be implemented on the scholarly basis, and the results of the research may be used for strategic development of the national economy at large.
