Formation of the contemporary system of waste management: from safe burial to remanufacturing (experience of the European Union, tasks for Russia)
(Russia, St. Petersburg)
The article presents a comparative analysis of waste management in the European Union and in Russia. Within the context of the general logic of development of the contemporary waste management systems, the authors evaluate the measures stipulated by the Federal Law ¹ 458 “On the changes to the Federal Law “On industrial and consumption waste.”” Specific attention is given to the concept of the expanded responsibility of producers and the complex of practical tools that facilitate its realization. The authors describe the role of remanufacturing as an actively developing link in the contemporary system of waste management with regards to particular possibilities it renders in the sphere of resource and energy saving, as well as alleviation of the global climate-related problems. The article analyzes perspectives for the development of remanufacturing in Russian automobile construction, which can play the role of the pilot project. Requirements of sustainable development allow comparisons between re-manufacturing and the programs of auto disposal, as well as development of practical recommendations for the support of remanufacturing as an innovative sector in the present-day economy
Key words: waste management, disposal program, expanded responsibility of producers, remanufacturing, sustainable development, new global challenges
