| The article develops a modernized approach to the notion of the potential development of a region with the use of economic approach to the notion of development al potential, complex approach to the development of socio-economic systems and program-based target-oriented approach as a tool in regional development regulation. Potential of regional development may be seen as a specific object of program-based target oriented management.
