| The article analyzes the existing practice of energy saving management and increase of energy efficacy on the basis of research of the legal basis, results of the monitoring of the regional policy and interviews with the leaders of large industrial enterprises. The authors single out specific features in the existing legal regulations that curb the possibilities of innovative activity in the sphere of energy saving and increase of energy efficacy. The use of project approach, adapted to the specific requirements of the sphere discussed is seen as a possible solution of the existing problems. The article formulates requirements for the processes of decision making and formation of the project management structure aimed at implementation and commercialization of energy-effective innovations.
