| The article discusses the problem of decreasing the quantity and quality of labor resources in the rural areas as one of the most serious problems inhibiting development of Russian agro-industrial complex. Among the reasons that make people abandon rural territories is the low quality of life, in particular, insufficiency of dwelling facilities and their low quality. One reserve that could help solve rural dwelling problem relates to the development of housing and construction cooperatives with the personal participation of stake-holders in the process of construction.
