| The article deals with the key problem embedded in the development of cluster structures in Russia. Creation of territorial industrial clusters in Russia requires an analysis of territorial production clusters that existed during the Soviet time, which is especially important for Siberia and the Far East. The authors discuss prerequisites for creating competitive and innovation-oriented territorial structures in the national economy, i.e. production-and-logistic clusters. This possibility is discussed with regards to forestry complex of the Omsk region. The article describes successful foreign experience in creation of economic clusters, presents a new look upon import substitution as “commercial ideology” in the context of cluster-based cooperation. Particular attention is given to evaluation of efficacy of the resource flow of the integrated delivery chain within the forestry complex cluster of the Omsk region, based on the optimization of wood delivery from logging sites to processing enterprises.
