Evaluation of the economic potential of rural settlements in the Republic of Sakha (Yakutia) within the frames of strategic planning (Russia, Yakutsk)
The article describes ways of complex evaluation of the socio-economic development of rural settlements with regards to the regional specificities in the Republic of Sakha (Yakutia). The authors present data related to 389 settlements in Yakutia. The first evaluation was based on the analysis of 26 indices, which were divided into 5 thematic blocks. The second approach in the complex evaluation takes into account the territorial potential, degree of development of the major economic specialization, and construction of the forecast model of the economic development till the year of 2025. The authors describe the basic types of settlements and distributed them according to their economic potential within the economic zones of the Republic of Sakha (Yakutia). Rural settlements with high or middle-range level of potential may be called territories of concentrated development, where one can use economic tools and various types of stimulation for uncovering their potential and creation of effective economic environment. The optimal size of population necessary for sustainable socio-economic development of a settlement is over 2, 000 people.
