| The article analyzes the key program documents and strategics of Arctic research demonstrating that scholarly research does not present the main priority for all Arctic states. Environment and climate change are perceived as the most important factors underlying Arctic research, as is defined in the strategies of the Arctic state. Besides, there are significant differences both among the Arctic and among the non-Arctic states with regards to how specific they are in defining their research activities, especially in the sphere of academic programs and research aims.
