| | | The article focuses on the processes of societal humanization from the perspective of the state social service, which to a large extent is defined by the professional competence of social workers responsible for it. Research of statistic information allowed the authors to summarize the types of already existing state social services to the population. Legal regulations of social services produced by social protection organs, as well as the implementation of quality management, gave a new impulse to the development of the state social services. In the context of discussions about labor force quality in the social sphere, the authors summarize approaches to formation of unique personnel competences; the mechanism of quality management with regards to state services include: the system of quality management, including standards of services and the “Social worker” professional standard.
