| The article discusses general and specific features of federalism determined by various historical, political, cultural, religious, ethnic, and economic peculiarities of various federative states. The author argues that with regards to its complex history, as well as territorial and ethnic structure, “populism” still remains the basis of Russian state organization (irrespective of the form of government).
