| | | The article analyzes the state reform that stimulated private investment in East Germany after reunification (beginning of 1990s). The author describes the European Program of Reconstruction, its members and the schemes of their interaction; distinguishes the innovative specificities of infrastructure for a more effective financing of enterprises.
