| The article analyzes the current unbalanced socio-economic development of Russia’s regions, discusses its reasons as well as the notions of sustained and balanced development, including statistical and dynamic stability. The authors suggest transitioning to the new concept of sustainable development, where human beings occupy subject rather than object positions.
