Impact of social and ecological factors upon urban construction in developing urban territories (Russia, St. Petersburg, Tomsk)

The article emphasized the essential impact of social and ecologic factors upon the present-day model of urban construction in urban territories. The use of methods of systemic, logical and comparative analysis allows to describe the role and content of social and ecologic factors in the formation of the living milieu as the priority of the regional construction activity. The authors show the role of large-panel housing construction for the strategic task of providing population with housing facilities, emphasize the notion of environmental comfort, and formulate the paradigm of contemporary developing of the housing construction in urban territories based on institutionalized socio-economic responsibility of construction business
