| | | The article focuses on the sphere of health care, where the recent development was going on under the slogan of “optimization,” yet as the practice showed, it was not based on the implications of institutional development. As a result, this gave rise to latent preconditions to deterioration of people’s health, decrease of life expectancy and birth rate, especially in the territories where the Ministry of Finances would establish state institutional supervision.
