| Presently banks actively participate in the implementation of state and municipal contracts. There exists an opinion that with the development of legislation that regulates such contracts, responsibility for controlling functions, by nature belonging to the state, will be forcefully imposed upon banking organizations. Based on the analysis of legal documents, the authors indeed established the fact of such responsibility transfer.
