| The article discusses contemporary tendencies in regulation of the innovative activity regulation in Russia. The author focuses on the model of resource-and-innovation substitution based on the continuous development of resources (technologies), dwells on the reasons for the low speed of innovative transformations and shows that the institutional approach of innovative economic development dominates in the present-day Russia.
