| | | The article analyzes the major principles and results of reform in the housing and communal economy of the Russian Federation. Special attention is given to erroneous parameters of the reform, particularly the idea that development of competition based on market principles is not only possible, but advisable in this sphere. This approach does not take into account specific features of enterprises in housing and communal economy, focusing on rendering socially significant housing-and-communal services, which turns these enterprises into natural monopolies of the technological type.
