| The article focuses on the functioning of medical organizations and regional health care systems in the context of the pandemic. In most countries, health care systems are experiencing a critical pressure, which led to the inability of the systems to fulfil their functions. At the same time, some organizations and regional medical clusters in different countries demonstrated their capacity to counteract the challenges of the pandemic. The article aims at distinguishing key factors of competitiveness of the regional medical clusters and developing a methodology of evaluation of medical organizations’ competitiveness in the context of the pandemic. This methodology is based on modified competitiveness matrices, derived from strategic matrix mechanisms and foregrounds mechanisms of evaluation of medical organizations and clusters that can safeguard the control of the health care system in regular situations and trace its preparedness to peak stresses.
