| The article focuses on emergence of crisis in the world and in the Russian Federation as a result of coronavirus pandemics, as well as forecasts for restoring of the global and Russian economy with the use of digital technologies and with regards to the accumulated problems and specificities of Russian economic development. The author presents formation of complex entrepreneurial agglomerations on the basis of the regional cluster approach or mono-clusters, where specialists of pre-retirement age with a long work experience as well as temporary “self-employed” entrepreneurs who had to halt or close their production process, could work on a temporary or permanent basis.
