| The article focuses on the evaluation of efficacy of the existing state program “Development of Health Care in the Russian Federation” against the existing system of efficacy evaluation of the state health-care programs. On the basis of the distinguished drawbacks, the authors suggest a methodological approach to the economic assessment of the impact produced by the population health loss upon the regional socio-economic development. This approach consists of two stages. The first one presupposes the economic evaluation of the population health loss upon the regional socio-economic development.
