| The article discusses a broad spectrum of decisions made on the state level with regard to innovative clusters formation; specific feature of this process is creation of clusters on the basis of already functioning techno-parks. In the present-day globalization context, the dominating aim of Azerbaijan’s economic politics is the growth of national competitiveness and broadening of the share of national companies on the internal, regional and international markets. Priority directions of the economic politics consist in economic diversification and increase of efficacy of industrial companies. At the same time, competitiveness management becomes ever more difficult due to the exhaustion of potential inherent in the traditional industrial politics, which called forth development of the technological and production specialization and cooperation withing the frames of network structures — innovative clusters.
