Flexible management of transborder cooperation between Russia and Kazakhstan (Russia, Samara)

The article stresses the importance of rejecting the traditionalist administrative vertical management of transborder cooperation between Russia and Kazakhstan and offers a flexible problem-oriented approach in this sphere, involving three major aspects: the political, the economic and the sociocultural ones. High flexibility and the problem-oriented approach are made possible through offering project financing to a broad range of participants, whereby business, higher educational institutions and local communities have a possibility to develop and implement mutual projects relevant for the solution of important borderland problems.
