| The role of small-scale enterprises in developed and developing countries is considerable, whereas their “birthrate” and “mortality” are important indices of the business climate. Much of Russian research focuses on small-scale enterprises in the country in general, yet Russia features a considerable stratification of the small-scale business based on the level of efficacy in resource use. The article distinguishes factors of sustainable development of small- (including micro-) scale enterprises in St. Petersburg. This sector is highly specific: the rapid change of indices with respect to revenue volume (e.g., on average the share of micro-enterprises in the revenue received grew from the minimal 8% in 2008 to the maximal of 28% in 2021), the substitution of a large number of job places, and the efficacy that considerably exceeds the analogous index for large- and medium-scale companies.
