Conceptual foundations for the organization of effective interaction among the state power bodies, commercial and non-commercial organization in the system of responsible consumption (Russia, Moscow)

The article focuses on the theory of responsible consumption accompanied by the systemic support by the state of various population groups and discusses the practical development of this theory with regard to commercial organizations. Formation of ESG-rating of Russian commercial organizations should be based upon three criteria: ecological, social and managerial; this process is taking place within the framework of implementation of state social programs aiming at supporting various groups of population in the are of responsible consumption.

1 В 2009 г. ООН принята программа по защите окружающей среды в развивающихся странах. Для развитых стран делается акцент на сокращении использования энергии и материалов, по средствам трансформации потребительского поведения в сторону осознанного, рационального потребления [1]. В 2013 г. странами ЕС принята Повестка до 2030 г. где сформулированы принципы внедрения концепции устойчивого развития [2]. В 2015 г. ООН разработал 17 целей устойчивого развития (ЦУР), принятые 193 странами мира, в т.ч. РФ.
