Global challenges and problems of development in the implementation of the “smart city” project (Russia, St. Petersburg)

The article focuses on the impact of environment, global challenges and trends upon the transformations on the labor market and the implementation of the “smart city” project. The authors demonstrate the requirement within the sphere of public management in qualified specialists possessing developed digital skills, strategic thinking competences and project management. The article describes contemporary requirements to professional competences of the state civil employees who participate in project activities.
