| The article presents a matrix, which allows to define causative-consecutive relationships with regard to the existing level of inequality among Russian regions. The authors develop a structure that helps overcoming this inequality on the basis of strategic management, including planning, flexibility, adaptability, risk forecasting, and ensuring sustainable development and security of the regions and the country as a whole.
