| The article examines the problem analysis and systemic structuring of problems arising during the implementation of the client-centered transformation of the public administration system and the implementation of the federal project “State for the People.” Using the method of problem analysis allows structuring problems and barriers on a systematic basis, identify cause-and-effect relationships between them, and discover problem solutions. The author demonstrates the role and the importance of the formation of a client-centered culture and motivation of client-centered behavior of civil servants.
