| The article focuses on the specific features of the reform and regulation of natural monopoly industries in the context of the energy transition. Special attention is paid to thermal energy, which performs important social functions and plays a significant role in achieving the goals of sustainable low-carbon development. The authors observe that in Russia, this sector is characterized by prolonged stagnation, significant depreciation of fixed assets, weak incentives for innovation and a low level of energy efficiency. Along with the domestic experience of reforms in the natural monopoly sector, successful foreign examples are analyzed, in particular the experience of Denmark, which demonstrates high performance in the field of energy conservation, innovation and sustainable development. The authors substantiate recommendations for the modernization of the Russian energy policy, including reforming the property rights of heat supply companies, as well as ensuring greater openness of data related to the results of their activities.
